NEW EU CLP REGULATIONS

(Classification Labelling and Packaging Regulations)

From 1st June 2015, new legislation has been adopted within the EU that makes fundamental changes to the way that we classify the chemical products that we supply and to labelling & packaging legislation designed to promote the safe supply and use of chemical mixtures within the EU. This is part of a worldwide integration onto the system known as the “Globally Harmonised System”.

Please do not be alarmed, there is no change to the composition of any chemicals only to the way in which they are labelled. The changes to the labelling reflect the new regulations, not the safety of the products.

The key changes are as follows:

The new legislation is designed to raise awareness to the risks of handling chemicals.

This means that more products will have a Hazard Warning Symbol.

Many products will increase in hazard perception and many end-users will see Corrosion Symbols appear on many regular-use products, due to the new level that triggers the eye damage warning.

The new legislation now makes Risk Assessments task-based (i.e. a separate assessment for each product, its particular method of use and particular area of use).

Newly labelled products will start to be delivered from now as we receive them from our suppliers.

Further Clarification on EU Chemical Classification Labelling & Packaging Initiative

After 1 June 2015, production of DPD labelled chemical products is no longer allowed by manufacturers. However it is still okay for end users to purchase and use them.

What should you have in place after 1 June 2015?

DO - after 1st June 2015

● Until 1st June 2017 you can still purchase and use DPD labelled products. After 1st June 2017

purchase is no longer possible, use will still be possible.

● If you purchase CLP labelled products, you will receive a Safety Data Sheet with CLP

classification and labelling information.

N.B.It is not necessary to get CLP SDS for all products that you have purchased in the past, only those that you purchase after 1st June 2015.

● You should ensure that you have trained your employees, so that they understand CLP and

the new symbols.

● Always check if there are changes in required safety measures when you receive new safety

data sheets. If so, you may have to adjust worker instructions & risk assessments.

● Wall charts, mini-guides and other marketing documents that you have received based on

DPD products may still be used. Manufacturers will be adjusting relevant material gradually,

specifically when required safety measures are changed.

● You must check if you need to re-label your own storage containers, storage areas and

process systems, etc, as required by occupational health legislation such as Directive

92/58/EEC. This is not the responsibility of your supplier.

 

DON’T - after 1st June 2015 

● It is not necessary to re-label purchased DPD products to CLP. The DPD labelled products are

no longer ‘placed on the market’ but can still be used.

You do not have to change wall charts and other information material with DPD labels

immediately. Wall charts are not legal documents & therefore do not need to be updated.
